Odd facility

37.415792,-116.858766. Is location. Cross hairs with various radars. Close to a dirt airfield for bombing practice i assume. Train near by. Found it few years ago and has steadily grew. Anyone have any ideas what it is?

Reasonable questions by far! Its quadrants obviously. If someone remembers ole 9 ok, if not I pass away and leave the whispers in the wind.
