Q is an AI algorithm(s) that follows the net for events and perspectives of what people are saying. It then predicts possible scenarios and that is fed out to the public as breadcrumbs for people to "decipher" the meaning. There is actually no real meaning other than what people make up based on the breadcrumbs of information. The We are Q part is this has all evolved into a MMO style of game where people are now playing it as one on their paths of discovery as they follow the breadcrumbs that Q provides.
