the only conclusion that might be able to come to is that IF Mueller is deliberately holding off till after the election, then maybe his findings include something that might effect the elections if the information was released this close to the election. which doesn't really lead to much of a conclusion, since even if his findings were to say that hey, there's really nothing there that tied trump and gang to anything, releasing it would probably tilt the election. then again, he might be waiting till after the election because he ain't got all his loose ends tied up nice and neatly and he needs more than a few weeks to finish it.

I don't think it's going to be what either side wants to hear, I don't think he will announce collusions but there will be things that casts Trump in a bad light. Both sides will do what they always do, rally around the portion they feel can be used to vilify the other side.
