Those are 2 entirely and incredibly false statements...

coliforms & streptococci are cause by feces in wounds and fecal contamination of water causes E. coli and dysentery

people do not naturally secrete polio in ther poop... what plant do you live on, it must be a scary place...

The flea feces hypothesis is a hit and miss affair, the main contributor to cross contamination is flea saliva. When a flea bites it injects saliva into the host. If the flea is infected the host will be infected.
All this comes down to your cold blooded attitude to the poor and homeless (I Don't care if they're junkies as well it makes no difference) the lesson was learnt in the Victorian era. When you pile people together this is what you get and there is only one way to arrest it and that is to provide decent, spacious accommodation.
But you don't want to do that do you,"oh my tax dollars", "let them help themselves", "it's their fault", BS, BS, BS.
Just let me say if it becomes a real epidemic the rich will fall just as hard as the poor. Fleas can't differentiate.

We must beginning dealing with the reality that homelessness is a major social problem in the 21st century.
Jail is not the solution. We must find temporary housing, and pay helping professions, in fact develop a new profession,
to go head- first into this demographic, identify the various causations, and develop REAL programs to combat it.

Skid Row in LA seems to be one of the many places in the USA that has tent cities. Meanwhile in South America, even the barrios and favelas are built from brick, cement and metal roof sheets.

It's not just Skid Row (more accurately Skid Boulevard). There are small pockets of homeless people all over the place. Not far from where I live in the Valley there is a small, wooded ravine where the homeless have to be periodically cleaned out like a den of raccoons. But there are also long stretches of streets where people park their ratty old RVs -- if they're lucky to have them -- and live out of those, rather than houses or apartments. You would think they would park their RVs in some city where it's not so expensive to live, but I guess it's better to be living in your mobile home in Los Angeles rather than someplace like Chicago where it gets too cold in the winter.
