Hes using a WW2 bomb as an example of messages from the bomber that have no intention of being seen by the recipient of said bomb.
Perhaps the bomber wasnt confident all his devices would go off and left a flag to be seen by at least one.. Who knows.. But the jumping to conclusions is rash as hell hours in to the story.
