Exactly. National security sometimes requires that journalist's sources be discovered. This memo makes it harder to abuse that excuse.

The concern has to do with investigating leaks. It is not about harassment.

Specifically, it's about investigating potential ties members of the media may have with foreign individuals outlined in the FISA Act.

Moreover, the source specifically states that the review of such applications should be reviewed much more often than a traditional FISA application.

So I think it is safe to say that this issue is not being presented in complete context.
