It is about the time that NK started flexing their muscles, so to speak, and were launching rockets into space and out into the Pacific, IIRC. And we come back to this. London, Vatican, D.C. all separate from the "countries' they reside within. So, if things are to be done according to the 'rules' then how do you touch the untouchable - those who made the rules and live on "islands"? How to you get those who created the systems in order to protect themselves from us?
