This really confuses me. The US is forcing other countries to make cannabis illegal in their country? Is that what you mean? How so? Based on what? My country has had a liberal policy on cannabis for over 50 years now. Not once has the US demanded we do something about it.

JFKs personal life was not his business, and neither was Clinton's, nor is any Presidents or world leaders personal life their own. If they do not like that loss of privacy, they should not take the job, and if they have skeletons, legal or simply ethical in their closet, they should also simply not apply in the first place.
