This is the second time recently that I have seen a new member state this.

Is there now a points requirement before putting up an avatar?

Ah you mean Avatar, YOu dont need points to get one

What you need to do is,,, 1... find a pic you like,

Then you need to upload it to ATS,

If you really are unsure, then find a pic you like and then u2u DJDOHBOY with the link and he will help you get it up,
