Hillary and Bill Clinton disbursed nearly half of their charitable giving last year to the Clinton Foundation after taking a one-year hiatus from pushing money to the entity, according to tax forms obtained by the Washington Free Beacon.
The Clintons use the Clinton Family Foundation, a smaller and separate entity than the Clinton Foundation, as their charitable vehicle. Nearly all of the money written off as charity on prior Clinton tax returns has gone to the foundation. Once money is parked in the Clinton Family Foundation, the funds are then disbursed to a number of organizations.
Bill acts as the foundation's president while Hillary is its secretary and treasurer. Chelsea Clinton is listed as its director.
Hillary has positioned herself as a "resistance" leader against President Donald Trump following her defeat via the formation of Onward Together, a 501(c)(4) "social welfare" nonprofit that collects donations and then disburses them left-wing activist groups such as Color of Change, Latino Victory, and Indivisible.
Clinton sent $800,000 from her campaign funds to Onward Together shortly after its formation. Days later, the campaign began making tens of thousands worth of "rent" payments to ZFS Holdings LLC, a Delaware-based entity that was created to manage Clinton's speaking and book income.
The campaign has disbursed more than $150,000 in "rent" payments to Clinton's personal LLC to date.

Unlike U.S. political campaign committees, which are regulated by the Federal Election Commission, 501(c)(4) organizations can accept donations from foreign countries. It appears from its website that Onward Together will accept money from anywhere, from Afghanistan to Zimbabwe, and even from the Russian Federation. The site states that individuals who contribute must be U.S. citizens or “lawfully admitted” permanent residents, but it doesn’t mention any limitation on contributions from foreign governments, companies or organizations.

Unlike a political campaign committee, a 501(c)(4) is not required to make its donors public.
Hypothetically, a foreign government could donate to a politically oriented 501(c)(4) and finance a campaign of marches, protests and resistance designed to sow dissension in the United States and even undermine the U.S. government from abroad.
A 501(c)(4) organization can also make donations to a SuperPAC, which can spend money on campaigns. The SuperPAC must disclose the donation but not the names of the donors behind it. They stay secret. Coincidentally, there’s also an Onward Together PAC.
