I posted a few threads back that Snowden is referred to in a number of different ways in the Q drops. Lost track now, but ES @snowden and so on. This would imply he was connected to different levels. Brain dead I am, but his name's anagram said something akin to "put something to end hope" not exact but memory and thread worm hole being what it is. The idea was he didn't take from the NSA as much as he installed.
