You should re-read pages 421-434. Because the IG states Bias was prevalent, and then goes on to discuss how the txt messages commited various violations of FBI statues and was never disciplined ; Showing Bias at higher levels.

Given the russians indicted are russian military officers further reinforces the fact not one of them is going to be arrested and because of no arrests there wont be anyone to challenge the evidence used to obtain the indictments.
