We have all heard the term, "the Chicago way" when talking about graft and corruption in politics. It is a cultural thing ingrained from long time practices. It is based in truth that there is a culture of acceptance that this is just the way things work there.

Same with Mexico. As long as I have lived, Mexico has had the reputation of having a corrupt and violent government. Officials are always on the take. Grease their palms, and they will look the other way.
