If that's POTUS phone, why is the phone in the picture? I've never taken a photo with a phone and had the phone be in the picture. It's coming from a camera just behind to capture the phone and, supposedly, POTUS, or whoever that is?

Whatever the red and white thing is, it's not behind him. You have the camera that took the photo, the phone/labtop ( whatever that is) you see in the picture, and the eye. It's between the phone and the eye because it's blocking the lower half of the face. It can't be behind him.
