Actually, neither time.
You have to accept what Clapper is now saying is that even though not a single vote was physically or electronically tampered with, your vote is nonetheless illegitimate if you happen to agree with something he doesn't agree with.
Think about that for a moment. I think that is a terrifying position to hold.
