For a topic that you're very eager to rehash, you don't have a very good grasp of the basics. In 2009, Rosatom (actually ARMZ) acquired a 16.6% stake. Then in 2010, they wanted to kick it up to a majority stake (51.4%) as part of a broader deal involving some mines in Kazakhstan. The deal actually required approval by Canadian authorities, Kazakh authorities, two stock exchanges and finally CFIUS because of the US mines.

No. Here's what *actually* happened. The Obama Admin tried to warm up relations with Russia with this "Russia Reset" debacle, starting with the whole button thing in 2009. They scrapped a Bush-planned missile defense system in Poland and the Czech Republic which was causing Russia consternation. (also 2009) Which in turn drew a whole lot of criticism from Republicans. Then when the Russians started building the Skolkovo tech park (2009), the administration encourage participation of American companies through the State Dept (2010).

Things started going south pretty early. There was a spy ring that was revealed in 2010 trying to get info on the State Department. In 2011, there were mass protests following the Russian election. In the face of intense criticism of fraud (which even the Russian EC confirmed to some extent — like 11% of claims), Clinton's state department released critical remarks. Putin then seized on this and said that Clinton set the tone for the protests and that protests were the creation of Yushchenko's advisors (Manafort had just gotten Yanukovych elected).

Then there were suspected instances of espionage at Skolkovo (and in the US) which caused the FBI to warn US firms who were involved in partnerships/projects with the Russians.

The final nail in the "Russian Reset" was when after the Putin puppet Yanukovych was ousted and whisked off to Russia. In the immediate aftermath, Russian invaded and annexed Crimea in contravention of several agreements Russia had signed, not least of which was the Budapest Memorandum which had been signed as part of a deal to get nuclear weapons out of the hands of former Soviet states and ensured among other things, Ukrainian sovereignty and territorial integrity.

That was of course met with sanctions, censure, etc.
