It is house resolution 9 "H.J.RES.9", it was introduced by Congressman Serrano, he's a democrat from NY. here is the text


He probably wants it repealed so Clinton could run again, which is another reason you wont see congress passing this bill.

No I didn't make them on my computer,

I'm saying that the law database might make temporary cookies on your computer, rather than maintain seperate permantent webpages for every law. IE they maintain a database of bills and information about them, and when you or anyone else quieries it, that info is inserted into a template and then you 'read it' as a temporary webpage. But I don't know.

You don't need to host them because they are hosted on that law site. That site is a reference site for ever bill in congress. What is the title of the bill? Not the 'hr x.x" but, say, a line of text from the intro or something?

But even if you could somehow get congress to pass the bill, it still would not be an amendment yet, you would need to somehow get 38 of the 50 states legislatures to ratify it. Considering how split the country is, good luck with that as well.

heck, might as well make a 'George Bush is President for Life" ammendment. It'd be equally legal, and just about as likely.
