The refferal came from Mueller. So the Southern district of New York didn't have enough evidence for the raid without Mueller's refferal. Which lends the question that if the Southern district of New York had Cohen under surveillance wire tapped his phone and read all his emails how come they didn't have enough evidence. Why would they need a refferal to raid Cohen's offices.
The only way this makes sense is if Mueller had Cohen under surveillance under the guise of Russian collusion. Found evidence not pertaining to the russia probe. Then handed that evidence over in a refferal to the Southern district of New York. Who then raided Cohen's offices in thier "unrelated" investigation. All the Southern district of New York fbi has to say now is during the course of our investigation into Cohen we found evidence of wrong doing in another ongoing case. We have turned that evidence over to the proper people.
The media themselves referred to the Southern district of New York as a taint team to sift through all the evidence so they wouldn't break privilege on the Mueller probe.
I have no more proof than the rest of the speculation on here.
