Yes, Bush I, Bush II and Clinton should be tried along with many, many current and former government employees in nearly every agency. It would be like radical surgery for a terminal cancer patient. It's going to hurt but without surgery the patient is certainly dead. I'm far from the only American who believes that without some drastic action our Republic will die.
