I think Horowitz has a pretty free hand in the DOJ, it is his job.

As Inspector General, Mr. Horowitz oversees a nationwide workforce of more than 450 special agents, auditors, inspectors, attorneys, and support staff whose mission is to detect and deter waste, fraud, abuse, and misconduct in DOJ programs and personnel, and to promote economy and efficiency in Department operations.

Senate Judiciary Committee Chairman Lindsey Graham announced Monday afternoon that Department of Justice Inspector General Michael Horowitz will testify on Wednesday, December 11 about his report on FISA abuse and the origins of the Russia probe.
