It used to be that you didn't have to file if you didn't owe any taxes. Many people had taxes taken out of their checks yet never filed a return because what was taken out was over the amount that they needed to pay. Just claim Zero and they took out too much and you could not get fined if you were audited. I do not know if it is still like that. Most people worked side jobs though and did not claim that money, they just paid in what they earned on the part time job.

I knew someone years ago that made over fifty grand working on the fishing boat and never paid any taxes on it. They went to Alaska to work for a couple of months in the spring and fall. Well, they did have to pay for a couple of round trip flights there out of what they earned, so a few grand went there and they did need to rent a room there too. Fifty grand for four months work a year back in the early eighties was some serious cash. No taxes paid either, all cash.

If someone fills out the census and hands it in it proves residency and where those people came from. If you go look at the form from 2010 it's all there. Besides, it doesn't take a rocket scientist to figure out if someone who filled out the form is a legal citizen or not, it would be on record either way.

I have such hard time wrapping my head around how people are so gun ho about citizenship when majority of America's earliest elections were mostly 'assumed' citizens who were literally FOBs (fresh off the boats) brought to the US to tally up votes and then forgotten, if you voted you were a citizen. A nation full of nationalists, yet forget they are 99% decedents of immigrants who had to climb the tree to get the banana just like immigrants now days.

Personally, I'm not a big fan of the whole census BS. The question of citizenship is legit though. You have a problem with it, then lie. The government lies to you all the time..........think of it as payback.

Just like today, the media was extremely liberal in 2010. They didn't report the sudden removal of the Citizenship question from the 2010 Census, because they knew why the Obama Administration did it. More Democratic voters, and potentially more taxpayer dollars to Blue states, like California. In addition, the Obama Administration could not be held accountable for allowing many millions of law-breaking non-citizens to enter and live in the United States, if Congress had no idea how many were here, and where they were living.

The Obama Administration thought Americans were too stupid to know they were being screwed by ObamaCare, and too dumb to understand the significance of removing the citizenship question from the 2010 U.S. census. To Obama's dismay, Americans proved him wrong, and voted most Democrats out of office, all over the country, from 2010 thru 2016.

Thanks to the Donald Trump Administration, the 2020 U.S. Census will return to tradition, and ask about citizenship, like it did from 1850 to 2000.

I think you misread that, 45% did not pay Federal Income Tax, you still have to file a tax return regardless of whether you owe taxes or not. It was around 4% of people who did not file a return according to their estimate.

What do need a Census for to make you a see-through human, that is so old school!
