I suspect it'll not withstand 1st amendment appeal. The result, regardless of intent, will be the death of public comments and user generated content. All user generated content will move to pay to play platforms where staff is paid to moderate each specific item published on the site. The internet will become a world of monolithic news agencies, media outlets, and data connection/sharing.
