Not sure of the best way to explain this but I think it might mean we just need to reinterpret our observational memories.
Season 11 episode 8 of the X-files is a good tutorial.
For me it was reading about the "3343" back in the early 1960's committing the content to memory without comprehending.
Someone who knows whether that has been declassified or not could explain that episode better.
Might be out of reach for Q.
