I'm not sure what it could mean. The only thing I'm coming up with for now is that people are not showing their true faces. Or maybe that to those who want truth, it's not a game. But for the others who work in the shadows, this is a game to them. So Q is saying learn to play their game to defeat/overcome them. ?
The way I always took it was like...(((they)) think they are expert players at the game. But Q is telling them that the game is no longer the one ((they)) are used to playing. They are now playing OUR game, by OUR rules. So he taunts them...learn how to play the game. But I like your interpretation too.
