As of January 15th, Horowitz had amassed over 1.2 MILLION documents as evidence. That is ONE REASON why Republicans say that a Special Counsel with lots of resources (like Bob Mueller) is needed. Also, the Office of Inspector General is already overburdened with ongoing investigations.
Look at the list of ongoing investigations: oig.justice.gov...
And compare to how few investigations are finished each month: oig.justice.gov...
(So far in 2018, 1 finished in Jan and 1 finished in Feb. Relatively small ones at that)
That's why a Special Counsel is needed for investigating the huge web of crimes and unethical behavior committed by numerous top officials in the Obama Administration. It's too much for the DOJ's Inspector General.

President Trump is increasingly learning that people who run our government are AFRAID of one thing or another, to the point of not being willing to take bold steps. They ENJOY arguing, because arguing prevents DECISIONS and ACTION.
Sessions pushed back on the criticism, saying he would “continue to discharge* my duties with integrity and honor, and this Department will continue to do its work in a fair and impartial manner according to the law and Constitution.”
The potential criminal violations listed by Nunes in the letter are
18 USC 242 and 50 USC 1809.
18 USC 242: using color of law to conduct a targeted investigation based on the pretext of law enforcement/
50 USC 1809: surveillance conducted under color of law in a manner not authorized by FISA.
Nunes has requested that the Department of Justice answer the committees questions no later than March, 8. A copy of the letter was sent to DOJ Inspector General Michael Horowitz, who is currently investigating the FBI’s handling of former presidential candidate Hillary Clinton’s use of a private email server. The committee also attached the memorandum on Page and their initial investigation into the warrant obtained by the FISA court to the letter delivered to Sessions.
