Trump was supposed to be impeached or so flustered by now that he quit and stepped down. That's the only reason I can think that anyone would be shocked or stunned (if they were even stunned to begin with).

Only reason to announce now is to get an early start on collecting money. It will prove to be the worst of the many bad moves Trump has already made.
