Non American but in English still (so UK, Canadian, Aussie or the like)

I love shows like Dr. Who, Torchwood, Misfits, orphan black, Luther, Sherlock, continuum, spooks to name just a few.

Utopia was good, though not very many episodes per season, and only two seasons

Outlander is good too.

I do need to watch Outlander, although that is basically an American show, it's on TV here, but that's exactly the kind of show I was looking for!

Humans was good.

Also an older one I enjoyed was Life on Mars if you want a non sci-fi show.

For comedy, little Britain is hilarious, and not just for British comedy in general.

If the only criterion you've got is "great", you're going to be spoilt for choice.
Sketch-shows, for example.
Here is an example from the Fast Show (this recurring character has psychological problems with the word "black").

And if you're willing to extend yourself to great radio shows, you could look out old episodes of "I'm sorry, I'll read that again", which included John Cleese and the future "Goodies";
