A conspiracy is a secret agreement by a group of people to commit some sort of illegal or "wrong" act so no, this would be pretty much the exact definition of a conspiracy.

It is a fact that there was a conspiracy to possibly attempt a false flag aimed at triggering war with the Cubans or Soviets. It is not a theory that there was a conspiracy to do so.

I think we are past the point of no return. We will never remove “Authorization for Use of Military Force” and give the responsibility to start wars back to congress and only congress.
We either accept the fact that we invade other countries and kill innocent people for pure greed on behalf of our corporations or we start to change.
Does being patriotic and fully supporting our military impose a debt equal to actually killing innocents? Does the simple act of paying taxes knowing they are going towards the war machine incur the same level of responsibility?
Will we ever change? Why is killing universally frowned upon unless someone in the government says it is A-OK, then it is fully accepted?

Lemnitzer presented the plans to Secretary of Defense Robert McNamara on March 13, 1962. It is unclear how McNamara reacted, but three days later President Kennedy told the general that there was no chance that the US would take military action against Cuba. Within a few months, after the refusal to endorse Operation Northwoods, Lemnitzer was denied another term as JCS chairman.[2]
