The crash occurred about half an hour after the latest closure was due to end.

No. This is a very low priority airport for staffing. London Center takes over control above 4500 feet, and the aircraft themselves radio their positions as they fly the pattern when the tower is closed.

Don't think it would have mattered, both were flying VFR and just making radio calls to clear traffic.

Could be a internal power struggle.
