So Japan has been slowly building up their Navy and defense forces.

My tinfoil is currently tingling. And I'm wondering if the whole North Korea situation is just a pretext for Japan to change it's constitution to allow a full blown Military. A fully armed Japan would be a hell of a deterrent vs China.

(b) Actually Christian (as opposed to conveniently so for votes)

I think your giving him way to much credit...

In science when you do this +++ it means Present in Excess. But ill bet its used in business as well probably refering to excess profits.
