It doesn't say in the Post article what Ms Brazile believed Russia's motive might be for murdering Seth Rich. So it's a bit pointless to speculate. All we can learn from the Post's summary is that she was afraid Rich had been rubbed out by the Russians, and that she might be on their list too.
FWIW I can think of a very good reason (apart from the hacking) that the Russian government might have had Rich taken out. It would get blamed on Clinton and damage her even further as a candidate. As indeed, it has been blamed on her, by many people, as you can see from this thread and lots of others like it.
And yes, of course Russia knowingly plays into the US domestic market for conspiracy theories, as has been amply proven over and over since the end of WWII.

You do realize Rich worked and is alleged to have stolen info from the DNC - how would hillary get blamed for leaking DNC or her own campaign emails - she wanted to sabotage her own campaign?
