**** Unless we're talking about civil forfeiture, or other acts such as the PATRIOT act or NDAA, or probably dozens of other possible situations.
On topic - I do find it odd that he included a "coming out" message in his apology. It seems to me that a lot of these celebrities try to capitalize on their stance (whether it be sincere or not) for the LGBTQ community. It wouldn't surprise me if that were what he's trying to do here.

I would have expected his "coming out" to be a separate announcement altogether, especially for something as important as his own sexuality if he wants to share it with the world.
By grouping it in with this accusation of taking advantage and inappropriately engaging in an adolescent, it doesn't look good.

A simply, sincere apology would have been more appropriate. The way he did it makes it look like he is using the fact he is gay to reduce his guilt.
