Depending on how full the lobby was, even a partial detonation would have done a lot of damage. But, the chances are, he wouldn't have gotten even a big enough partial for that much. Certainly not powerful enough to cause a lot of damage, even with the shrapnel included. Still would have been pretty scary and could have hurt people.

Well it was media reported, Daily Mail, The Independent, ABC News, and local TV stations mostly.
Curiously, back in 1999 a similar type bomb that failed when it only partially exploded and hurt no one, was left near a woman's clinic also in Asheville, it was thought to be a copycat attack like in Alabama, which did kill.

No doubt that people could have been hurt.
I just doubt that he had any training at all in the field that he decided to delve in here.
