In the position to not have Mattis oppose him on military decisions. With no functioning diplomatic arm of the government. And with no monetary policy.

So... a bunch of war with no way to pay for it.

That's a whole problem in itself though. The military shouldn't care who the President is, yet Trump is acting so poorly that they've been forced to.

Read all of the MSM headlines surrounding this and with the Tillerson video. They are as intentionally misleading as you can get.
