Just as the title asked I want to know about brain chips, whio they chip and who's doing the chipping?

Well, just for the sake of discussion, it could easily be powered in the same fashion as passive RFID devices. What with the myriad man-made EM waves whizzing through our skulls these days, it seems that powering and transmitting wouldn't be the biggest issue. Though, receiving range may be.

Passive, by definition, means it's unpowered, it can only be read and you're not reading a chip jammed into someone's coconut, it's not possible.

My husband is a staff member on a research study that inserts the equivalent of a "pace maker" into the brain to treat advanced cases of depression.

I'm not aware that bestows any ability to "control" the subject however.
