I was in military intelligence in the 90's and back then we had frequency receiver/sender where a person would speak into a microphone and it would send a signal into the VICTIM'S mind. EDIT LATER: For those who are interested in this stuff.... I heard in either 1993 or 1994 that we now have a system like this on a few satellites and now can go individual or group of people... they can zero onto you with 100% accuracy....some type of wave signal.... don't know much about this system. I only was an observer in a mission.

I'm shaken to the core. The best informed guy I know experienced the three little guys in silver suits as a child. They would help him. For example tripping up a bully who was about to attack him. They left when he started school but re-appeared during a '___' experience then said "Oops, sorry. Wrong time."

The short answer is 'yes'....but we all know that means very little.

If they are then how do 'they' do it? Well, I am going to explain it right here...purely hypothetical of course. Remember after reading this; its easier to see me as some charlatan or delusional person. Just follow the path of your grey matter to the most logical answer, it keeps me out of...bad places.

There are a few ways of wireless communication. The most common one is radio waves, but light, sound and magnetism are also a way of communication. There are a few problems with telepathic manipulation;

* The human brain is not rigged for telepathic communication. Believe it or not; telepathic communication actually needs a form a transmitter and receiver and something of an antenna. The good part is that humanity has a somewhat rudimentary transmitter and receiver in the brain in its right brain half. Every multi-celled species has it thou how well developed it is depends on the species and how complex it is. Humanity has no real antenna thou.

* Communication must remain hidden from humanity itself. So...this one is actually rather tricky. The problem with hiding a signal in plain sight and yet having it work to manipulate the brain is both easy and hard. It is easy to achieve for simple things but complexer signals and tasks are more elaborate if using the already provided means of communications (like sound or light). Since more elaborate ways of 'reprogramming' a human brain with regular 'inputs' is complexer it becomes easy to notice for humans and eventually alarm bells will start ringing.

So...the above two problems are very general depictions of the trouble of messing with humans. Now...you could try to send really powerful telepathic signals to a non-telepath but it would require an insanely strong signal. The signal needs to be strong because there are no organic antenna rigged to receive it. The signal actually needs to penetrate the skull and reach the general area. The problem with this method is that it will harm the human you target, if not flat out kill it immediately. Various alien species solve this problem differently and not all of those species are telepathic.

Understand we are talking about reprogramming a human without leaving much of a trace, so no implants. The most blunted one in use is to 'pick up' a subject and reprogramming it using a combination of lights and sounds. Its not really full prove as a method and requires vessels to reach the planet or have a base on it. I loath the species that do that; inelegant and brute.

A more precise way is to find a three dimensional space that is adjacent to this one. So one that might have the spacial lengths such as 'length' and 'width' but instead of 'height' it has..lets see...'reachin'. So that three dimensional space is connected to this dimension but only in a two dimensional way. Then you use a IdPS (Inter-dimensional Positioning System) to continually track the position of your target relative to you position in the parallel three dimensional universe. all you need then is to have a two dimensional transmission wave that you can portal from your dimension into the dimension where we currently are right into the brain; circumventing that nasty skull. It still requires a lot of energy; but only for the linear portal that streams the two dimensional signal. There is a trick of course. As dense as it sound the signal is ultimately three dimensional but needs to be 'compressed' into two dimensions. Fortunately mother nature helps out a bit since once the compressed signal reaches our dimension it will automatically wrap it in a very weak magnetic field solving the conversion.

Thou...this technology is only used in very rare instances and only on very specific individuals. Ironically speaking it is against general regulations to manipulate anyone that has a lot of influence and power. Basically your technology, knowledge and your primitive concept of 'power' are meaningless. (Power is a perspective based state, NOT a force you idiots!)
All that is needed to know is how quickly and willingly humanity is prepared to fall into the fold. Currently it is really hard to even safe 50% of humanity. Lets just say that people are fighting to at least try and safe 50% of humanity but are holding on with their teeth...barely. The alternative is to just wipe this place out, bottle you DNA in storage and maybe rebuild humanity in a more suitable perspective when there is spare time.

What humans need to do is woke to the know-how that these aliens are doing harmful things. We need to blow up the moon and antarctica.

They are likely still modifying us in frequencies making us evolve. What they don't know is we have become aware of it (for the first time we have collective knowledge, global community)
And that once we know more, we won't allow them to.

Their energy is corrupted by their advanced tech. In person, they are nothing. Infact they are almost less than something, as if their being is just waiting to be dissipated out of thin air because they wont last.

They use the ships vibe to crush your mentality to make you timid. You know they can kill you. They know. And metaphysically it gives them power. Without this- they would be useless. So they only have power by their ability to take advantage and kill you. I have experience with it. They are the root of evil on Earth and have imprisoned it.

I can't tell info for the frequency bursts that followed me around every where I went sometimes I escaped momentarily then they re-traced it on. I knew that it deserved to die for doing that.

It means that they are against the natural current. Do you know how much the meddled? It was for planet?

But it was coming straight out of their brains. Brains that were initially built to gain food for themselves. To fight enemies or run for themselves. And it evolved to what they are.
