Besides that video is pretty much a joke, the energy in a Hurricane is waaay to great to be affected by any puny efforts humans can bring to bear.

Something for you to consider:
No What i ment is ODD is this Accured in Florida plenty of times , which is known as a hot Spot for Hurricanes ..
Correct. HAARP lost its funding.
No Weather Control Devices too Stear Away a Hurricane

Where were you and the internet in 1992 when Miami needed you?
Have you ever seen the 1970s movie "Earthquake" that was about an Earthquake that devastates Southern California? If there is an earthquake in Southern California in the near future, would you think it ODD that a film was made about the possibility in the 1970s?

It's an ionospheric heater which uses a phased array of high frequency radio transmitters?

The ionosphere is not really the atmosphere. Hurricanes, and weather, occur far far below the ionosphere.
Radio waves don't look much like lightning either. That may have been some speculation about using static electricity to form condensation nuclei.

Considering the billions of dollars in damage caused by hurricanes and tornados, you would think the U.S. would have devoted a ton of research in ways of breaking them up. It's not like the U.S. hasn't experienced catastrophic hurricanes before. Their priority seems to be funding the military, getting involved in overseas conflicts and supplying billions in foreign aid. I really think these two hurricanes and possibly a 3rd one (Jose) is going to wake a lot of people up in this country. There's going to be a lot of angry homeless people if our government neglects their needs.

LOL ovisouly you have NOT watch the Video then LOL
The Video is not talking about exactly Dispersing the Hurricane
it about Redirecting and Slowing it Down ..
High and low Pressure
cloud Seeding heating up the Clouds : Artifical clouds as a Barrier too disipate ( Slow Down )
and too redirect the Hurricanes Path as the Weather Control causing High pressure

I watched it. Artificial clouds to overcome a hurricane? That was the funniest part.
US scientists continued to study seeding clouds inside hurricanes as late as 1983 under Project STORMFURY. But they concluded, according to NOAA, that “cloud seeding had little prospect of success because hurricanes contained too much natural ice and too little supercooled water.”
The remaining tactics for fighting hurricanes require weakening them before they start by deliberately cooling seas and brightening clouds when storms are brewing, robbing them of the fuel for their destruction. Stephen Salter, an emeritus professor of engineering design at the University of Edinburgh in Scotland, has studied how to harness wave energy since the 1970s, and in 2003 began looking into using this energy to cool the seas.
