There should just be a vote. Have each city where this is an issue vote for what statues are allowed.

The biggest surges in putting up pro-confederacy statues came during the Jim Crow era and the civil rights era.
They were protest statues to begin with. They were made to be removed by a more enlightened culture.
Planned Parenthood is what it is. It's not a flimsy statue of a failed rebellion.
