ISIS Claims Responsibility For Attack in Russian City.

I didnt put this in War On Terror as Russian authorities are not calling the attack in the Russian City of Surgut terrorism. It is being reported as a knife attack.

I'm not trying to make light of these attacks either, nor am I averse to the idea it was actually ISIS...
But they pretty much do this with every single attack.

Strange, because Al Qaeda used to deny responsibility for attacks.

They changed name and tactics it seems.

They do seem to claim responsibility for all of them. I wonder how many claims are legit.
