Overdose by Lidocaine

There really isn't much that is said in this story, but to summarize the article, a girl (after having laser hair removal) applied lidocaine from her waist down to her ankles, overdosed on the medication. I wonder if applying that much lidocaine was prescribed to the individual, because as a numbing agent, I can understand the pain relief, but at that amount, it would be alot better to prescribe pain killers.
