DEW Line is simply an acronym for distant early warning line. It was supposed to allow strategic command ample warning time for a counter attack in the event of some type of incursion. The main concern was that it would not allow for ample joint US-Canadian counter-attack response so as a result it was located remotely up north in the arctic with conventional radar. The MCL or mid Canada line ended up being basically useless as birds were overwhelming the system and rendering it ineffectual, necessitating the DEW.
In '85 or there abouts both America and Canada agreed to replace the DEW with the Northern Warning System with most of the DEW equipment being deactivated by '88.

I think that could be exactly what's being planned. There are weapons that vaporize so that being said, it would be a more likely scenario rather than what we're used to regarding a nuclear fallout.
