Does Trump have a nominee to put before them, or a temporary recess appointment for the Cabinet position of Secretary of Homeland Security? Seems like an important position to leave unfilled.
Unfilled is what happens when the Senate wont confirm people.
As for DHS you d o understand they all have their own "command staff" if you will. They run with or without a secretary.

Priebus was the go-between for a non-establishment Republican POTUS to work with an establishment GOP Congress. He (Priebus) failed. Trump would have been POTUS without Priebus.
Priebus was only brought in as an attempt to smooth out differences between the establishment GOP and a president who doesn't agree with their global pandering and liberal tendencies.
I know right? It's almost like hiring a #ing community organizer to be president of the US.
