Yeah this story is definitely way behind the ball. Not only is this system not new, and not unique to China, it has been in place for decades in the west already.

If you don't believe me, make a list of the last 5 non-firearm-related terrorist incidents, and make a shopping list for the items involved in those crimes, and purchase them at the same store. See how long it takes to get a visit from some well-dressed / over-equipped individuals.

It might work in China but it won't work here. In China, the people are different so they might be able to tell if a person is going to get out of hand. If you want a Chinese kid to do something, you talk to them respectfully, to get a northern European kid to do something we yell at them. I think you may be idealizing other cultures a bit, and maybe not appreciating your own enough. Chinese young people are very much like young people anywhere. They are malleable, and reflect all the virtues and vices going on around them.

Northern Europe and its colonies have a culture that strongly values individualism, and East Asia in particular values collectivism. They each have their own value, but ask yourself how many Nobel prize winners or paradigm-shifting breakthroughs come out of the east? Now the punk kids you are talking about are not growing up to win any Nobel prizes to be sure, but the conditions that created them also bred every cultural advance that allows us to be having this conversation right now.
