You seem to think that Obama knew that this attorney was going to meet with the Trump Campaign to conspire to interfere with the US Election in early June 2016. That's quite a reach.
In fact, the woman was in the US, as far as ICE knew, to promoted a political movie about the Magnitsky Act, attended a public hearing on the Magnitsky Act, meet with her client, Denis Katsyv, and generally lobby to repeal the Magnitsky Act.

All you need in October is something that creates a big enough scandal to swing the polls. It doesn't have to actually be real. None of this will hold up under much scrutiny. See how it's already coming apart? But, had they needed it, they could have brought it all out -- dossier and meeting -- over a period of a few days and done enough damage in the polls for it to not make much difference.
That's all you need late in the game.
Thing is that everyone was firmly convinced that Hillary was going to win ... right up until she didn't, so now they're doing with it what they can. The fact that just about everything unravels and doesn't hold up to scrutiny should be a window into the election scandal mongering reality.
