Its also a classic and without a barrel. Who cares if it was a nazi gun. Its way outdated and the nazi regime has been gone for a long time.
Please note also that the ATF has guidelines regarding the possession of parts sets and unfinished receivers for tube-style SMG's.

The point is though, that the barrel can be placed back on the gun with relative ease. A deliberately seized trigger group, bolt, or other part of the mechanism however, would be the only way to call any gun of this sort, properly deactivated, because it would require more than a minute or twos work to return the gun to function.
