Here, I guess? It won't be reviewed by a committee of peers, but we'll rake it over the coals for a while to give you a feeling for it. Actually, there are enough people here with good science backgrounds to be able to poke massive holes in most of your theories and arguments.

You could always test the water round these here parts.

Anything to do with asteroid defence or space-time seems apt to draw attention.

Just don't be surprised if you ideas have somewhat already been postulated before or people point out there short comings.
