I think it was his usurpation of authority when he went over and beyond his authority as FBI director when he made his rant in July of last year regarding Hillary Clinton's email investigation, then refused to recommend prosecution. He actually recommended no prosecution and that was not his job.

I think Sessions determined Comey was undisciplined and tended to step out of the line.
