Does this mean that Bill and Chelsea can use this money from gullible donors to their heart's content too? Oh well...the donors will get what they deserve. Society can't protect everyone from their own stupidity.

Probably , I'm not entirely sure of all the differences between 501c3 and 501c4. I do know that with a c4 designation, you don't have to list your contributors.
