What does it mean by meet? There's a formal meeting involving conversation and there is a passing glance when two people walk by each other. Meet is a vague term. It can be interpreted differently under different circumstances. Trump can say he did or did not meet Putin if he had a glance of Putin in 2013 at the Miss Universe show in Moscow but did not chat with him.

In this instance Sean Spicer said it best. The President could have a salad with Russian dressing and people would claim collusion / contact with / on the payroll of russia.
