Sorry but you really sound like someone who needs to get out in nature more and observe.
Every single word you said points to the birds seeing a snake somewhere. Pretty common around here, happens all the time and just because YOU can't
see one doesn't mean the birds can't. All different species will congregate in a tree or bush and go bonkers until the snake either flees or the birds
give up.
It's also mating season for many birds.
The only thing out of the ordinary is you, your concrete buildings, and your poor situational awareness. (From the birds perspective)
Nothing to worry about... go about your day.
